THE PROGRAMME
A public programme,three official bodies.
The SME Packages are run by the Chamber of Commerce and its House of Entrepreneurship and by the Chambre des Métiers, with the support of the Ministry of the Economy, to support Luxembourg SMEs.
The SME Packages programme is a state entrepreneurial performance programme funded by the Ministry of the Economy at 70% of eligible costs, which must be between €3,000 and €25,000 excluding VAT.

Who can benefit
- Registered office in Luxembourg
- Fewer than 250 full-time equivalents
- Turnover below €50m or balance sheet total below €43m
- A valid business permit

What can be covered
- Current-state analysis and objectives (up to 10% of the quote)
- Software installation and configuration
- Data migration and harmonisation
- Software subscription, up to 12 months
- User training (up to 15% of the quote)

What is excluded or capped
- Hardware excluded, except a cash register system (up to half of the project)
- Subcontracting limited to 30% of the quote
- In-house AI awareness training excluded from the AI package
- Two quotes from different providers required
THE RELEVANT PACKAGES
What the programmecan fund with Odoo.
Three strands of the SME Packages match an Odoo project. They can be combined in one project, within the programme conditions.
Management system
An ERP suited to your business: invoicing, purchasing, stock, projects, point of sale or accounting. Odoo brings these needs together in a single tool.
E-invoicing
An ERP with UBL e-invoices and access to the Peppol network, mandatory in Luxembourg public procurement.
Artificial intelligence
Automation of repetitive tasks (invoicing, e-mails), document reading, data analysis or a conversational assistant: AI built into your Odoo processes.
The Cybersecurity package goes through the NC3, and the Digital Marketing package through specialised agencies.
THE STEPS
Six steps,and the order matters.
Every aid application must be filed before the project starts: no quote is signed before the ministerial decision.

Pre-analysis
With an adviser from the House of Entrepreneurship, or from the Chambre des Métiers for craft businesses.

Package and provider
You choose the package and request two separate quotes. The provider must have existed for at least one year.

Application
The application is filed on MyGuichet before anything starts. The acknowledgement usually arrives within two weeks.

Decision
Ministerial decision within 6 to 8 weeks, 3 months at most. The quote is only signed once it has been received.

Implementation
The package is implemented within 6 months of the Ministry's letter, within the cost eligibility period.

Evaluation and payment
Evaluation meeting, paid invoice and proof of payment: the aid is paid by the Ministry when the file is closed.

Talk about your projectWho decides whether our project is eligible?
The House of Entrepreneurship or the Chambre des Métiers review the application, and the Ministry of the Economy takes the decision. They are the only official contact points on the procedure and eligibility.
Can we start the project before the decision?
No. The application must be filed before the project starts, and the quote must not be signed before the ministerial decision has been received.
Can the Odoo subscription be included?
A software subscription can be included, for up to 12 months. Hardware is excluded, except for a cash register system.
How long does the process take?
Allow about two weeks for the acknowledgement, then 6 to 8 weeks for the ministerial decision, 3 months at most. The package must then be implemented within 6 months.
Do we need several quotes?
Yes. The company requests two separate quotes from different providers before making its choice.
Do we have to work with Cellenza?
No. The choice of provider is yours. The House of Entrepreneurship and the Chambre des Métiers can share a reference list of providers.
